Serve Fresh water and always place his water bowl near his food.

Foods good for dogs in summer that can hydrate your puppy
Watermelons. Watermelons are 90% water and hence they make an ideal summer food for all pets
Cucumbers
Coconut Water (even we used to drink this in summer, it has a cooling effect and also a pure one)

Coconut water is a savour too in addition to the alternatives suggested by fellow pawrents. If you can, try giving your baby coconut water! It comes with such amazing nutritional value, I can go on and on.

You could try giving him the flavoured ice. You can add extra water in the food. Wash the bowl daily or try to change the water bowl. In case, he comes back from the walk try giving water that time.
If he doesn't like it at all then you should go to your vet.
