You can start now....but in a limited quantity....so that he can stay Hydrated....
Also in summers, give watermelons to your pup(contains 90% of water).

Last noon I tried to give him watermelon, but he didn't eat...he didn't even taste it
he just smelled it and moved away

Clean water should be provided at all times to your pup. Please keep the water bowl in one fixed place and let your pup know its kept there. He/she will go on his/her own to drink water whenever he/she is thirsty. Also, change the water everyday and clean the bowl with soap and fill with new water.

We are giving him curd/milk rice every noon and night

And he is drinking milk instead of water after play, after peeing etc...

No stop doing that.
He will not drink water like this ever.
Give him water instead and he will eventually drink it once he gets thirsty.

Make sure his water bowl is clean, and fill it with fresh water.

To keep your puppy on a healthy path it's best to begin introducing solid foods and waters at around 3 to 4 weeks of age.🌺
